- Undertake a critical analysis and audit of the proposed construction, site and traffic layout, security and signage, barrier and IT systems, facilities and amenities, launch marketing, pricing and forecast volumes.

 

 

- Establish if there is a need for additional overflow facilities near the entrances of the facility or facilities to prevent excessive queuing and checks on capacity and traffic flow of surrounding road network.

 

 

- Make recommendations for any amendments to specifications and proposals.

 

 

- Advise and specify a fully costed staffing and operational plan phased for the opening and future running of the facility or facilities including proposals for the appropriate structure for the business.

 

 

- Recruit, induct and train all operational staff including site managers, shift co-ordinators, barrier staff, cleaners, security staff, site mechanics, drivers, canteen staff, IT support, data analysis, administration and finance staff.

 

 

- Ensure that effective and adequate contingency plans are in place to cope with any failure in IT system and to thoroughly examine the resilience, back-up, software and hardware support of the IT systems. This will include an investigation of manually staffed override arrangements and the scope to access significant numbers of staff at short notice.

 

 

- Assess whether plans for the marketing of the facility or facilities are in line with international and local legislation to promote lawful parking and ensure the occupancy expectations are maximised as well as make recommendations for any appropriate improvements in the area.

 

 

- Provide top level management for the ongoing operation of the facility or facilities and agreed related facilities, for the period of the contract.
